An evil man named Carlos Payne arrives in Washington DC and takes over a restaurant and threatens to kill the people in the restaurant if they don't comply. He wants a million dollars from the president of the United States by a certain time otherwise he'll start shooting people. The evil man knows the president from a long time ago when they were once allies in the Vietnam war. Something went sour and they became bitter towards each other. And now in the present, the evil man wants his money.
