In 1939 , Officer Dick Tracy has just been promoted as a Detective for the Chicago Police Department .
Cheif Brandon has sent Tracy out for his first case on finding out information about a psycho mod leader who goes by the name of Alphonse Caprice with the assistance of Tracy's two main associates Pat Patton and Sam Catchem .
